It is easy to recognize two great divisions in the book: (1) ch. 1 to 3; (2) ch. 4 to end. and each after its own fashion attempting to express the idolatry of Israel by imagery borrowed from the matrimonial relation. Whether Hosea ever alludes to Judah in his genuine prophecies is very doubtful.

Hosea refers to Israel under the names of "Ephraim," its largest tribe, and "Samaria," its capital. God promises chastisement, which would make Israel seek God once again.
